With the new European External Action Service striving to define a strong approach towards states such as Myanmar, North Korea, and Iran, economic sanctions have become an increasingly important tool in the EU’s foreign policy arsenal. Recently, the concept of “smart” (or targeted) sanctions has been gaining ground. In theory, smart sanctions single out the political elite in obstinate regimes through financial sanctions, travel restrictions and specific import/export bans, while protecting vulnerable social groups and the general population. Yet, on a practical level their effectiveness is often contested.

This discussion will look into the merits and drawbacks of smart sanctions as a foreign policy instrument, while focusing on the experience of specific cases in Asia. Do the EU’s restrictive measures deliver real results in terms of political objectives and human rights, or are they simply intended to appease domestic audiences calling for action? Are smart sanctions effective in avoiding harm to innocent civilians, and what is the role of multilateral coordination in ensuring their successful implementation?


These issues will be discussed by Clara Portela, Assistant Professor, Singapore Management University, Maung Zarni, Visiting Fellow, London School of Economics, Fransesco Fini, Security Policy Unit, European External Action Service (to be confirmed), and Nadja Milanova, Lecturer, International School of Protocol and Diplomacy. A question and answer session will follow chaired by Rosa Balfour, EPC Senior Policy Analyst.
