International climate change negotiations are mired in problems ahead of the Durban conference in December and need a push to get back on track. But with the world’s major economies distracted by recession and poverty alleviation taking centre stage in developing countries, it is unclear who will take the lead in pushing for a global deal, according to EPC Chief Executive Hans Martens.
