Smart and targeted sanctions practised by the EU could be more effective if utilised in a structured process similar to the ACP framework, a speaker told an ECP Policy Dialogue. This opens the possibility of dialogue and a ‘gradual conditional approach’ linking easing of sanctions with progress towards restoring democracy, and could be the way forward with Burma. Little attention has been paid to the multiplicity of causal pathways through which sanctions are supposed to work, which merits solid and nuanced analysis to inform policy.
